This barrel was designed to carry C7, over time the C7 has corroded the barrel and leaked into the area. The C7 is contaminated with high levels of radiation and foreign compounds.
If you have a suitable container you can recover the C7, which will need to be purified back at the bunker. Contact a GM on your return to the outpost.
